Represented by Heads of National  Programme
Programme Management, All  decisions on Policy Matters taken
Directs Joint Committee (JC),  approves Recommendations of JC

Joint Committee:
Represented by Operations team of  each Member Country
Addresses all technical and operational  issues, as directed by the Council
Makes Recommendations to the Council
Meets once a year (open Meeting)

Secretariat:
   Takes direction from Council.
   8 permanent staff, based in Montreal, Canada.

Conference, Technical, Operational
Administrative/Accounting/Financial
International Liaison
